This script will keep tracking if someone changes team, and if so, tell him he's a loser or a hero (according to the amount of players on each team). Sort of flood-protection included, so not everyone running this script, starts screaming at the same time (based on the system in Crunchy's FlagResponse). There is an option to repeat the last call, if there is no reaction from the changer or the previous message was spammed. This is even possible when your own message was cancelled, because someone else allready did. The script will take the team scores into account (roughly) and won't say anything when someone changes from observer mode.
